Norwegian Refugee Council (NRC) is recruiting a qualified and experienced Communication & Advocacy Manager to support its humanitarian operations in Cameroon and Chad.

๐Ÿ”น About the Role

The Communication & Advocacy Manager will provide strategic leadership for NRCโ€™s policy, advocacy, and communications work across Cameroon and Chad. The role focuses on humanitarian protection, displacement issues, stakeholder engagement, and strategic messaging to strengthen humanitarian responses for affected populations.

This is a shared position between the Cameroon and Chad Country Offices.

๐Ÿ”น Key Responsibilities

โœ… Lead advocacy initiatives on humanitarian access and protection concerns
โœ… Develop advocacy and communication strategies aligned with NRC global standards
โœ… Produce advocacy notes, reports, and donor messaging
โœ… Support collective advocacy efforts with humanitarian partners and forums
โœ… Analyze humanitarian needs and displacement trends in Central Africa
โœ… Coordinate strategic communication initiatives and stakeholder engagement
โœ… Represent NRC in advocacy forums and high-level meetings

๐Ÿ”น Requirements

โœ” Postgraduate degree in Communications, International Relations, Law, Political Science, Journalism, or related field
โœ” Minimum 5 yearsโ€™ experience in senior communication or advocacy roles in humanitarian/development sectors
โœ” Strong understanding of displacement, protection, and humanitarian policy frameworks
โœ” Excellent communication, policy analysis, and stakeholder engagement skills
โœ” Proven experience drafting reports, advocacy briefs, and strategic messaging
โœ” Fluency in both English and French (written and spoken)
โœ” Strong leadership and ability to work under pressure
