About the Job You will be responsible for coordinating and monitoring missions, activities, and major technical network and IT projects related to the Transformation and Strategy of the Network, Transformation and Strategy Directorate. Your Missions Define and build the strategy for the areas covered by your entity’s missions. Develop the technological strategy and drive innovation to ensure Orange Cameroon’s competitive positioning. Align technological platforms to support the company’s revenue streams. Define, in collaboration with the business units and teams, strategic orientations regarding ITN security. Take responsibility for the technical and IT master plan and strategy from a network and platform perspective in the areas of GSM, DATA, IT, and IP. Design a network development strategy aligned with business objectives, ensuring efficient deployment, operational performance, and maintenance of networks, switching systems, VAS (Value Added Services) systems, RF transmission systems, and fiber-optic networks to meet the telecommunications needs of targeted subscribers. Lead and support network convergence toward IP by defining organizational, HR, and training needs and ensuring the implementation of this transformation. Continuously ensure alignment between customer needs, existing tools, and company strategy. Network Policy & Operations Define Orange Cameroon’s Network policy in line with the company’s overall strategy to effectively meet customer needs. Ensure the operational functioning of the network in terms of technical operations, maintenance, and deployment. Organize the identification and management of IT risks. Budget Management Manage the Network Directorate’s budget (CAPEX and OPEX) with regular monitoring alongside the Finance, Procurement, and Supply Chain departments. Coordinate the preparation of the annual investment and operating budgets for the entire Network Directorate. Ensure budget optimization and evaluate the return on investment of completed projects. Project Management Oversee Network Directorate projects according to schedules defined by General Management. Define and organize resources allocated to network projects and monitor compliance with timelines. Track all Network Directorate projects using the TTM format to guarantee completion according to approved schedules. Implement project-tracking methods to synchronize all internal Orange Cameroon stakeholders and external partners. Operational Excellence & Compliance Guarantee operational excellence and compliance with Network Directorate procedures. Ensure customer quality-of-experience measurement and proper QoS delivery. Guarantee quality, availability, and security of infrastructures and services. Organize necessary internal audits to ensure procedural compliance and network conformity with required standards. Establish and monitor procedures and methods contributing to operational excellence. Team Performance & Development Lead team performance and development. Ensure smooth operation of the Network Directorate through coherent organization and effective team management. Ensure the technical relevance, performance, cost control, and communication of outputs and actions delivered by teams. Size and adjust team competencies by validating employee development plans. Evaluate individual and collective performance. Drive transformation initiatives. Specific Requirements Technical Skills Strong GSM technical knowledge. Mastery of systems, network, and telecommunications technologies. Knowledge of ITIL processes and deployment. Knowledge of TTM business processes. Mastery of information systems and their evolution. Cross-Functional Skills Strong project management and high-level technical team leadership skills. Ability to work under pressure. Strong sense of rigor and discipline. Good anticipation, planning, and organizational skills. High professionalism and ethics. Mastery of project management methodologies. Customer and service-quality orientation. Results-driven mindset. Strategic vision. Diversity awareness. Cooperation and cross-functional influence. Education Master’s Degree (BAC+5) in Electrical Engineering, Telecommunications, or equivalent. Certifications/accreditations depending on job requirements. Languages: French and English. Minimum Experience 9 years of experience in telecommunications within a reputable and structured commercial environment, preferably in a multinational company, including 5 years in team management. 5 years of experience in a Senior Manager position. Experience working across different cultures and geographical regions is an advantage. Professional experience in medium to large-sized companies.
